The finance department provides a wide variety of administrative and financial services to all departments of the Town and to the public.  The department is responsible for coordination of the annual operating and capital budgets, accounting payroll, water and sewer billing, asset management planning, job costing, mandated financial reporting and the issuance of Residential and Non-Residential tax bills.

Financial Information Return (FIR)

The Financial Information Return provides a standardized reporting of a municipality’s financial activities in the previous fiscal year (January to December).

Section 294 (1) of the Municipal Act states that the treasurer of a municipality shall in each year provide the Minister with a return containing information designated by the Minister with respect to the financial affairs of the municipality. This takes the form of the annual Financial Information Return (FIR).

The Ministry collects data on municipal financial position and activities, such as assets, liabilities, revenue, expenses, over the course of the previous fiscal year (based on the audited financial statements), as well as municipal statistical information.

Property Taxes

Once the annual budgets (Town of Bancroft, Hastings County and School Boards) are completed, the annual tax rates are then compiled and applied to the property assessments, as set out in the Provincial Regulations which require the County (Upper Tier) to establish any required tax policies; and which determines the property owner's taxes for the current year.

2024 Tax Notices


Interim Taxes are based on 50% of 2023 taxation.  Interim Due Dates for 2024:

 Installment 1: March 13, 2024
 Installment 2: May 15, 2024

Final Taxes due dates for 2024:

Installment 3: Aug. 14, 2024
Installment 4: Oct.  16, 2024

It is the responsibility of the rate payer to ensure the Municipal Office has your current mailing address.

Pre-Authorized Payment Plan (Property Taxes)

Pre-Authorized Payment Plans:

Preauthorized payments are automatically deducted from your bank account. This ensures your property taxes are always paid on time. We offer two plans to choose from.

MONTHLY PAYMENTS:

Payments are withdrawn monthly. Our office will calculate a monthly amount to ensure your property tax account is a a $0.00 balance by years end. (Payment amounts may be modified after final bills and at the beginning of each year.)

INSTALLMENT DUE DATE PAYMENTS:

Payments withdrawn as per the installment dues dates. March/May/August and October installments will be with drawn automatically from your account each year. Supplementary and/or OMIT billing will also be withdrawn as per tax notices.   See below for application form.

Please provide a void cheque. To protect yourself against fraud, be sure to write “VOID” in ink across the front of the cheque. Don't sign the VOID cheque.

Tax Certificate Request Form

A tax certificate is a statement of outstanding property taxes, which is usually requested by lawyers at the closing of a real estate transaction. The vendors' or purchasers' lawyer can apply for a Tax Certificate from Taxation Services. The tax certificate fee is $85.00.

Tax certificate requests

  • By mail: Letters requesting a tax certificate must include the fee. Mail to Town of Bancroft, 8 Hastings Heritage Way, P.O. Box 790, Bancroft, ON, K0L 1C0.
  • By fax or email: To submit a request via fax, fax the Town of Bancroft at (613) 332 - 0384. To submit a request via email, kindly email propertytaxes@bancroft.ca. We will strive to complete your request within your required timeline.

Tax Relief Program

Tax Relief for Low-Income Seniors and Low-Income Disabled Persons

Hastings County is charged with establishing a host of policies and programs that impact the levying and administration of property taxes. One such responsibility is prescribed by Section 319 of the Municipal Act, 2001 (The Act), which mandates a program whereby low-income seniors and low-income persons with disabilities are able to seek financial relief from year-over-year increases in their property tax burden. This webpage has been prepared to summarize the basic structure, requirements and options surrounding this program as well as the specific model represented in the by-law.

Sign-up for e-Billing

Electronic billing is a fast and convenient way to receive your Property Tax, Utility, Landfill Bills and other invoices. You will be able to easily file your bills electronically for future reference, and have access to these bills wherever you have email access. In addition, you will be able to avoid any delays incurred by regular postage. Town of Bancroft's 2022 Asset Management Plan

A new 2022 Asset Management Plan was adopted by Town Council on June 7th, 2022 at 3:00 p.m. at a meeting of Regular Council.

The Town of Bancroft's approximately $84.4M in infrastructure assets support our community's economic, social and environmental growth and well-being.

The Town's infrastructure assets include:
• Roads, sidewalks, streetlights, parking
• Bridges
• Water and wastewater
• Recreational facilities and buildings
• Stormwater infrastructure such as pipes, culverts and stormwater management ponds
• Parks and living assets (urban forestry)
• Fleet vehicles (i.e., fire trucks, snow plows)
• Equipment such as playgrounds, lawn mowers, electric vehicle charging stations, and firefighting equipment

Asset management plan (AMPs) inform and support evidence-based decision making and development of strategies to extend the service life of assets while managing risk and meeting regulatory and service expectations. These AMPs benefit the Town by forecasting the investment needs of the roads and storm, bridges, water, and wastewater assets and identifying how to prioritize allotment of the Town's budget.

The financial forecasts developed in the AMPs suggest a total reserve of approximately $1.24M for the next five years. For the long-term financial sustainability of these core services, there is an anticipated renewal demand averaging $2M per year over the next 25 years for the existing asset portfolio.

Take Notice that tenders are invited for the purchases of the lands described below and will be received until 3:00 p.m. local time on (------), at the Corporation of the Town of Bancroft Municipal Office, 8 Hastings Heritage Way, Bancroft, Ontario

The Tenders will then be opened in public on the same day as soon as possible after 3:00p.m.  at the Corporation of the Town of Bancroft Municipal Office, 8 Hastings Heritage Way, Bancroft.

Tenders must be submitted in the prescribed form an must be accompanied by a deposit of at least 20 per cent of the tender amount, which deposit shall be made by way of a certified cheque/bank draft/ money order payable to the municipality ( Town of Bancroft)

Except as follows, the municipality makes no representation regarding the title to, available of road access, or any other matters relating to the lands to be sold.  Responsibility for ascertaining these matters rests with the potential purchasers. The assessed value, according to the last returned assessment roll, may or may not be representative of the current market value of the property. 

Pursuant to the Prohibition on the Purchase of Residential Property by Non-Canadians Act, S.C. 2002, c.10, s. 235 (the "Act"), effective January 1,2023, it is prohibited for a non-Canadian to purchase, directly or indirectly, any residential property, as those terms are defined in the legislation. Contraventions of the Act are punishable by a fine, and offending purchasers may be ordered to sell the residential property.

The municipality assumes no responsibility whatsoever for ensuring bidders/tenderers comply with the Act, and makes no representation regarding same. Prospective bidders/tenderers are solely responsible for ensuring compliance with the Act and are advised to see legal advice before participating in the sale. 

Transfers of properties that contain at least one and not more than six singles family residences and are transferred to non-residents of Canada or foreign entities, are subject to the Province's Non-Resident Speculation Tax (NRST)

This sale is governed by the Municipal Act, 2001 and the Municipal Tax Sale Rules made under that Act. The successful purchaser will be required to pay the amount tendered plus accumulated taxes and any taxes that may be applicable, such as a land transfer tax and HST. 

The Municipality has no obligation to provide vacant possession to the successful purchaser.
